Budmall.Center Dear Budmall.Center Team, Across the U.S., there is a shortage of approximately 7.5 million affordable rental homes, leaving millions under-housed or burdened by excessive rent, while in Ukraine, ongoing conflict has displaced an estimated 7 million people, creating an urgent need for scalable, resilient, and cost-effective housing solutions. My name is Michael Hoffman from Fairhope, Alabama. Over the past few years, I have been developing an affordable housing plan using Structural Insulated Panels. Our concept has evolved into a modular aquadruplex design—a design that is currently in its advanced phase, supported by detailed drawings and engineering analysis. Although we have not yet built a physical prototype, our design approach aligns with established architectural practices and can be readily adapted to meet local standards. Our vision is to shift from building individual homes to creating modular aquadruplex units that are produced year-round in a controlled factory environment and then installed when weather conditions permit. Each aquadruplex is designed to contain four apartment units. While our standard U.S. unit size is around 750 ft², the design is fully scalable to suit local Ukrainian requirements without compromising quality or functionality. Key elements of our proposal include: • Government & Donor Alignment: Several active Ukrainian housing initiatives and reconstruction programs—including the “Ukraine – My Home” initiative, the EIB-funded social housing pilot via the State Agency for Restoration and Infrastructure Development, the Ukraine Recovery Programme, the Ukraine Development Fund, and the United24 platform—are seeking fast, scalable, and cost-effective housing solutions. Our modular aquadruplex design meets these criteria and features a resilient power system that uses robust battery backup paired with proven conventional generator solutions (diesel or natural gas) to ensure continuous warmth and reduced-level electricity during grid outages, without relying on solar energy, which is less effective in Ukraine’s climate. • Economic Advantage & Scalability: Manufacturing in Ukraine can reduce production costs to roughly one-third of U.S. rates. This significant cost advantage makes the project attractive to government bodies and donor agencies committed to large-scale affordable housing while providing a replicable model for future expansion. • Modern, Inclusive Design: Our modular units incorporate essential accessibility features—such as lifts, elevators, and stairs—which can be tailored to local needs. The design includes generous outdoor spaces for gardens and dedicated indoor areas for hydroponic growing, ensuring a high standard of living. In Ukraine, where strict ADA compliance is not required, these features can be adjusted to maximize living area as desired. • Strategic Market Opportunity: Beyond addressing the immediate housing needs in Ukraine, there is substantial potential to upgrade this concept to comply with American building codes, thereby tapping into a vast U.S. market facing a severe affordable housing shortage. By leveraging government incentives and donor funding in both regions, we can drive large-scale production, with your manufacturing expertise forming the backbone of the initiative.
