Tom Dowling

Tom Dowling is a civil engineer, developer, and manufacturing innovator with nearly five decades of construction experience. He currently serves as CEO of Supreme Insulated Panel Systems, producing high-performance Magnesium Oxide SIPs certified for hurricane resistance, fire safety, and net-negative carbon impact.

Tom began his career at The Whiting-Turner Contracting Company, managing $40M in highway and bridge projects. He went on to found Metropolitan Contracting Co., delivering over $120M in large-scale commercial, industrial, and hospitality construction.

Through Dowco Management Co., Tom owns and operates more than 920 residential units. His portfolio spans engineering, property development, and SIPs manufacturing. He brings to Serenity Village a rare depth of field experience, technical precision, and scalable production capabilities.

Tom Dowling began his construction career with The Whiting-Turner Contracting Company (1972–1981), managing infrastructure projects including I-95 bridge expansions with combined budgets exceeding $40 million.

In 1981, he founded Metropolitan Contracting Co. Inc., growing the firm to 230 employees and completing over $120 million in commercial, industrial, medical, and residential construction projects. His portfolio includes work on Hyatt Regency hotels in both New Brunswick and Baltimore, MD.

His project management style combines rigorous engineering protocols with entrepreneurial resource planning. These early ventures established Tom as a trusted builder in complex, high-value environments.

In 2021, Tom founded Supreme Insulated Panel Systems, where he currently serves as CEO. The company produces advanced Magnesium Oxide SIPs with industry-leading R-values up to R-55, delivering:

  • Hurricane resistance up to 230 mph
  • Class A1 fire resistance (non-combustible)
  • 70% reduction in heating and cooling costs
  • No off-gassing or VOCs; net-negative carbon performance
