Donald Maxwell is a veteran real estate executive with over 30 years of national experience in REO disposition, housing policy, and urban revitalization. He currently serves as CEO of The Maxwell Organization, a minority-owned real estate consultancy specializing in the liquidation, marketing, and repositioning of residential, multifamily, commercial properties, and infill lots in distressed markets.
Prior to his current role, Donald held executive positions with MAT Consultant Group, Genesis Auction, Freddie Mac, and Fannie Mae. At Fannie Mae, he was responsible for designing multi-billion dollar initiatives to address underserved housing needs, expand affordable mortgage products, and support nonprofit and public partners nationally. His leadership helped generate over $4.5 billion in targeted loan production and national REO sales exceeding 21,000 properties annually.

Donald Maxwell earned his Bachelor of Business Administration (B.B.A.) from Northwood University with a concentration in Business Administration and Management. He also completed coursework through Northlake Colleges and the Commercial College program under the Texas Association of Realtors.
Before rising to national prominence in real estate, Donald began his professional journey in the housing finance industry, developing a practical understanding of property operations, sales structures, and regulatory dynamics. Previously, he was a principal at both Genesis Auction and MAT Consultant Group, two nationally recognized, minority-owned real estate firms. He drove national expansion strategies, strengthened diversity engagements, and created business development pipelines across public and private sectors.
Donald also served over 12 years at Fannie Mae, holding key leadership positions in marketing and strategic investment planning. As Director of the Partnership Office, he led initiatives valued at $7 billion over five years to support long-term housing access and community infrastructure.
While managing REO portfolios at Freddie Mac and Fannie Mae, Donald’s teams successfully disposed of more than 21,000 properties annually. His focus on execution, accountability, and local engagement consistently produced measurable results in difficult housing markets.
