Michael Hoffman
Strategic Consultant, Real Estate Strategist, and Inventor
A developer, strategic consultant, real estate strategist, and inventor with decades of experience
across real estate, construction, and industrial innovation. Following a personal loss three years
ago, Michael found renewed purpose in affordable housing development, committing himself to
jig quality affordable housing developments. While not formally trained as an engineer, Michael
applies technical insight, problem-solving skills, and a multidisciplinary approach to create
solutions in industrial heating, fluid transport, and modular construction methods.
Michael served as a licensed Alabama real estate broker for 32 years, with over 20 years focused
on commercial and office development projects. For example, converting a public park (Ezell) in
Anniston AL to a shopping center, and Hyntsville Mall (400,000 SF). His portfolio includes serving
as technical partner for significant developments from raw land to finished occupancy.
Michael's strength lies in understanding how systems work and improving them. His expertise in
assembling effective teams, navigating project feasibility, and advising on high-impact
developments has made him a trusted developer. His ability to bridge real estate development,
engineering concepts, and emerging building technologies allows him to guide projects toward
cost efficiency and sustainability. He has developed an intuitive sense for evaluating project
numbers and financials, enabling rapid iteration toward viable solutions. As an enthusiastic

adopter of new technologies, Michael integrates smart home technologies and leverages artificial
intelligence tools in his development approach.
In real estate and development consulting, Michael has partnered in numerous projects including
retail developments, medical office buildings, and now affordable housing. His development
experience spans drugstores, big box, retail, office, and medical. Michael provides real estate
investment strategy and feasibility analysis, ensuring practical execution from concept to
completion, regulatory compliance and public-private partnerships.
As an inventor and innovator, Michael holds multiple U.S. patents in inductive heating,
energy-efficient fluid transport, and industrial insulation systems. His patents include: Inductive
Heater for Fluids (No. 10,560,984, issued 2020), Inductively Heated Tank Cars (No. 10,525,988,
issued 2020), Displacement Welding Chamber (No. 10,232,459, issued 2019), Magnetic Closures
for Pipe Insulation (No. 10,197,210, issued 2019), Frac and Storage Tank Exchanger (No. 9,920,605,
issued 2018), and Flow Balanced Frac Tank Farm (No. 9,915,127, issued 2018).
Michael has pioneered advanced industrial heating and transport solutions, developed the
Sparky-1 Argon Welding Chamber, and created a patent-pending Fully Integrated Reinforced
Modular SIP (FIRM) System designed to enhance modular construction efficiency and
affordability. He currently holds two provisional patents in structural insulated panels (SIPs) and
smart home technologies, with another nearing filing—all dedicated to making affordable housing
smarter and more accessible.
Michael now brings his experience to affordable housing initiatives through North Star Group. He
is particularly enthusiastic about partnering with accomplished team members like Tom Dowling,
who has built hundreds of affordable housing units and owns the manufacturing facility that will
support the Serenity Village development. Michael's mission combines practical development
experience with a personal commitment to creating housing solutions that serve communities
effectively.

Currently, Don serves as CEO at The Maxwell Organization, which is a minority-owned Real
Estate Development consultant firm, that provides residential real estate disposition, technology,
and other services nationally, and well a respected Public Speaker. With over 30
years in the real estate space, Don and his team have been uniquely positioned and qualified to
assist Urban Markets with developing, implementing, managing, and monitoring a comprehensive
plan for the liquidation of residential, Multi-Family, Commercial properties and infill lots, and the
stabilization property values in Urban Markets. Before his current position, Donald was a Principal
at MAT Consultant Group, LLC, a Minority Owned firm, and Genesis Auction, a national real estate
auction firm, where he was responsible for increasing both company’s footprint within the
corporate diversity sector, business development platform, strategic planning, and improving
execution tactics and program within the Sales, Operations, and Marketing arenas. He was also
responsible for developing and implementing business strategies to include Profit and Loss
management that significantly impacted ROI. Donald worked in several positions for the Federal
National Mortgage Association (Fannie Mae) for over 12 years. As Director of Marketing,
at Single Family Mortgage Business, he was responsible for developing and leading the
company’s sales and marketing efforts with the underserved lenders. His efforts included
attending and sponsoring ten national and regional conferences with local and national trade
groups. He also increased business opportunities for trusted advisors and
lenders by delivering an estimated $4.5 billion in loan production (27,000 loans). Donald as
Director of the partnership office, was responsible for developing a long-term investment plan
estimated value of 7 billion over five years to expand Fannie Mae's capacity to deliver
products and services supporting the housing priorities in the communities we served. He also
leveraged private and public funds and identified and created low to moderate-income mortgage
products. Establishing and maintaining relationships with non-profit organizations, lenders, and
public officials that addressed the housing needs and public policy of their underserved
communities. Evaluated and recruited non- traditional partners to expand the volume and
customer base.

REO dispositions, initially as a Team Leader and Sales Manager and later as a National Director,
he managed a staff of asset managers, Supervisors, and Managers responsible for asset sales on
a national basis. Under his supervision his team achieved the following, successfully disposed of
over 21,000 reo properties annually. Donald is a former National Football League and Canadian
Football League Player. He is an active member of the National Football League Alumni. He is
actively involved in community service, with the NFL Alumni. He is also active with various trade
groups such as NAACP, NAREB, AAREP, NAHREP, NRBA, NAR, and the National Urban League.
He is a well-known public speaker who is always asked to be a keynote speaker at many
conferences. Don holds a BBA from Northwood University, majoring in Business
Administration and management. He has also completed the Northlake Colleges and Commercial
College- Texas Association of Realtors. Don spends much of his time on various committees and
Non for Profits doing home-buying education and financial literacy.
Tom Dowling
Civil Engineer, SIPs Manufacturing Sponsor
A distinguished civil engineer and entrepreneur with over 49 years of experience in the
construction industry. Tom holds a Bachelor's Degree in Civil Engineering from the University of
Delaware, completed coursework for a Master's in Soil Mechanics from the same institution, and
earned a Master's Degree in Civil Engineering with emphasis on System Optimization from
Florida Institute of Technology in 2020 with a perfect 4.0 GPA.
Tom's career began at The Whiting-Turner Contracting Company (1972-1981), where he managed
major infrastructure projects including the I-95 Bridge projects with a combined cost of $40
million. He later founded Metropolitan Contracting Co. Inc. (1981-2002), growing it to 230
employees and completing over $120 million in commercial, industrial, medical, and residential
projects, including work on Hyatt Regency Hotels in New Brunswick and Baltimore.
In 1985, Tom established Dowco Management Co. Inc., which now owns and manages over 920
residential units in Baltimore City and County. Most recently, in 2021, he founded Supreme
Insulated Panel Systems, where he serves as CEO, specializing in innovative Magnesium Oxide
insulated construction panels with R-values up to R-55. These panels offer significant advantages
including hurricane resistance (up to 230 mph winds), fire resistance (Class A1 rating), energy

Jey Smith
Business Development and Community Partnerships
A dynamic entrepreneur and business leader, Jey Smith is the Founder and CEO of Universal
Brothers Export Import LLC, CPS Consulting LLC, and Green Energy Technology LLC. With over 15
years in telecommunications, 10+ years in education, and a distinguished military career, Jey
excels in business development, branding, and strategic partnerships. His expertise has
empowered clients—ranging from government agencies and Fortune 500 companies to
non-profits—to increase their net worth by up to 1,000%.
Jey's career highlights include 12+ years at Verizon Business/MCI, where he managed
multi-million-dollar accounts for clients like Sprint, T-Mobile, and Verizon, driving significant
